Two Classifications of Asbestos
Friable Asbestos
Any material that contains asbestos in the form of a powder or can be crumbled, pulverised or reduced to powder by hand pressure when dry.
Bonded Asbestos
Asbestos fibres are mixed into another material which binds or bonds them within the material. Typically this is a cement type material or a plastic membrane.
Assessment & Risk
Bonded asbestos in good condition exhibits very little risk to persons in the vicinity.
The risk from friable asbestos is much greater than bonded but both can be hazardous.
Common Problems with Demolition
Smashed asbestos
No Safe Work Method Statements or Demolition Work Plan
No pre demolition assessment
PPE missing or inadequate
Fencing/exclusion zones
No clearance certificates
House Renovation or Relocation
In line with the principles and concepts of the chrysotile prohibition, house relocation and over-cladding of asbestos containing material is illegal.
Buildings which have been designed as permanent fixtures must have all asbestos removed prior to relocating. Buildings which contain asbestos being considered for renovation must not be over-clad.
Asbestos Licence and Legislation
The OH&S Regulation 2001 has particular requirements pertaining to friable and bonded asbestos removal.
Different control approaches reflect the different levels of risk associated with the materials.
Notification and Permits for Asbestos Work
Licensed contractors must notify WorkCover of each bonded asbestos removal project of 10m2 or more at least 7 days prior to the commencement of work.
Work site permit must be obtained for each friable project.
Work site permit will not be granted without a current licence.
Removal of Asbestos
Must comply with the Code of Practice for the Safe Removal of Asbestos NOHSC 2002 (2005).
